On a 2000 Volkswagen Beetle, the radiator fans won't turn even when cut the A/C on, it still will not turn. I checked the fuses, and the coil pack on top of the battery. So does this mean it can be the thermal fan switch?

On a 2000 Volkswagen Beetle, the radiator fans won't turn even when cut the A/C on, it still will not turn. I checked the fuses, and the coil pack on top of the battery. So does this mean it can be the thermal fan switch?
